It was in late 2002 that the idea of preparing a collection of multi-authored chapters on different aspects of ag- st forestry as a compendium for the 1 World Congress of Agroforestry, June 2004, was tossed around. With the approval of the idea by the Congress Organizing Committee, serious efforts to make it a reality got under way in early 2003. The rigorously peer-reviewed and edited manuscripts were submitted to the publisher in December 2003. Considering the many differentindividualsinvolved in the task as authors and manuscriptreviewers, we feel quite pleased that the task could be accomplished within this timeframe. We are pleased also about the contents on several counts. First of all, the tropical-temperate mix of topics is a rare feature of a publication of this nature. In spite of the scienti?c commonalities between tropical and temperate practices of agroforestry, the differences between them are so enormous that it is often impossible to mesh them together in one publication. Secondly, several of the chapters are on topics that have not been discussed or described much in agroforestryliterature. A third feature is that some of the authors, though well known in their own disciplinary areas, are somewhat new to agroforestry; the perceptions and outlooks of these scholars who are relatively unin?uenced by the past happenings in agroforestry gives a whole new dimension to agroforestry and broadensthescopeofthesubject. Finally, ratherthanjustreviewingandsummarizingpastwork, mostchapterstake the extra effort in attempting to outline the next steps.

This book brings together the work of over twenty-five researchers to provide a comparative and empirically rich portrait of community forestry policy and practice in Canada. Tackling all forestry regions from Newfoundland to British Columbia, it unearths the history of community forestry across the nation, demonstrating strong regional differences tied to patterns of policy-making and cultural traditions. Case studies reveal innovative practices in governance and ecological management but also uncover challenges related to government support and market access. This book also considers the future of the sector, including the role of institutional reform, multiscale networks, and adaptive management strategies.

The question of young people from lower-income neighbourhoods is often on the political agenda, and the responses proposed vary according to circumstances and the social visibility of a problem which sometimes translates into violence. Nonetheless this problem is far from being resolved, nor is it approached via a long-term strategy aimed at devising alternatives. This guide proposes food for thought and instruments aimed at bringing to light the stigmatisation and stereotypical ideas that are often the starting point for so-called youth integration initiatives targeting young people from these neighbourhoods.

This volume provides comprehensive coverage of fiscal federalism by some of the leading scholars in the field. . . This Handbook is an excellent addition to the present discourse on the role of the state in fiscal matters. This reviewer would recommend this book as a required text for a graduate or senior class on public finance or economic development. Researchers in economic development, public finance, and fiscal policy likewise would find this volume useful. Highly recommended. Upper-division undergraduate through professional collections. J. Raman, Choice This major Handbook addresses fiscal relations between different levels of government under the general rubric of fiscal federalism , providing a review of the latest literature as well as an invaluable guide for practitioners and policy makers seeking informed policy options. The contributors include leading lights in the field, many of whom have themselves made seminal contributions to the literature. Comprehensive and wide in coverage, the issues covered range from federal systems to other forms of intergovernmental relations, such as supra-national constructs namely, the European Union unitary states, regional systems, and more decentralized operations, including community level organizations. The political economy approach emphasizes the importance of institutional arrangements, including the legal, political and administrative aspects, and information flows to ensure that there are appropriate incentives and sanctions to generate good governance. This Handbook also devotes attention to emerging issues, such as environmental protection, the sharing of natural resources among levels of government, corruption and the impact of federalism and decentralization on national unity. It will be a vital reference tool for the area for many years to come.

'...the book contains a good deal of useful information about local government finance in Europe.' - John Fender, Local Government Studies '...I would like to thank you for publishing the great book Local Public Finance in Europe. It is a rare source of institutional information and also great insights on the subject.' - Andrey Timofeev, Georgia State University, US 'In respect of the hard budget constraint imposed by the stability pact for Maastricht...and the fact that European central governments can no longer bail out sub-federal obligations for more than 3% deficit to GNP annually and 60% debt to GDP...the volume edited by B. Dafflon is important and highly welcome.... Insofar, it represents an interesting and important milestone in the evaluation of the success of local budget rules in European countries.' - C.A. Schaltegger, Kyklos Most countries apply some form of restrictions to local government budgeting and borrowing, but in various forms and to varying degrees. These restrictions are considered necessary components of a fiscal federalism involving some sort of central government control in local affairs, a design which can be termed 'administrative federalism'. In this comprehensive book Bernard Dafflon introduces the reader to the institutional complexities of fiscal controls in European local public finance. The authors comprehensively explore the issues of government budgeting and borrowing, with the ultimate aim of understanding how mechanisms of fiscal discipline are established and function. Ten European countries are scrutinised on the basis of ten key issues including local budgetary policy-making, the policy effects of local budget deficits and public debt, the rules of amortisation and debt instalment, whether extensive fiscal controls promote budget accountability and discipline, and how the Maastricht criteria concerning deficit and debt can be implemented. They go on to highlight the complicated mix of rules, administrative routines and co-operative arrangements through which each country implements their individual budget controls. Although these arrangements have been successful in avoiding serious fiscal imbalance in the last twenty years, the authors argue that their impact on the broader goals of the government sector remains a more contentious question. This book offers a broad understanding of the rich institutional variations and elaborate fiscal designs in Europe from a comparative perspective. It will be welcomed by political scientists, public sector managers and economists, and scholars, practitioners and advanced students of public policy and fiscal studies.
